School Governing Body
The Headteacher of the school is responsible for day-to-day management of the school. The role of the Governing Body is to provide strategic management, and to act as a "critical friend", supporting the work of the headteacher and other staff.
Haute Vallée School's Governing Body draws on expertise from the community, education and parents. Together with the headteacher, they set the school's aims and policies.
Mr Phil Horsley - Chair of Governors
Mr Horsley was born in Coventry. He obtained a BSc in Construction Management, by correspondence, whilst working his way through the ranks in the building industry. Mr Horsley has project managed many multi-million pound construction projects in the UK, the Caribbean and Jersey. He moved to Jersey in 2003 and is the managing director of Geomarine, the Channel Island’s largest civil engineering contractor. Mr Horsley is married with one daughter, and feels both privileged and proud to live, and raise a child, in Jersey. As both a parent and a local employer, Mr Horsley is interested in how the school, local businesses and the wider community can work together.
Mrs Sara Bains – Invited Governor
Mrs Bains was born in Newcastle upon Tyne and attended Church High School. She moved to Jersey in 1973 and attended Jersey College for Girls. Mrs Bains has worked at HSBC for 20 years. She has worked across a range of IT disciplines and is currently a Senior IT Project Manager.
Mrs Bains is an invited Governor and joined the Board of Governors at Haute Vallée in 2008 and is actively involved with staff recruitment at Haute Vallée.
Mr Paul Simmonds – Invited Governor
Mr Simmonds was born and educated in Highgate, North London, later achieving a BA in Philosophy at the University of London. Mr Simmonds has over 25 years of experience in Business Development across a number of sectors. He moved to Jersey in 1999, working for 11 years at Jersey War Tunnels as CEO, now at Durrell Wildlife as Commercial Development Manager.
Mrs Sara Andrews – Staff Governor
Mrs Andrews was born in the island and educated at Beaulieu. She studied at both Liverpool & Leeds Universities and worked in Italy and France, before returning to Jersey to teach Languages.
Mrs Andrews, who was elected as Staff Governor in January of this year for a 3 year term, taught at Le Rocquier & Les Quennevais, before moving to Haute Vallée in 1999. She has recently been appointed as Head of Department for MFL.
Advocate Louise Richardson – Invited Governor
Advocate Richardson was born and educated in Jersey attending Plat Douet School and Jersey College for Girls. She obtained a law degree from The City University, London and went on to qualify as an English Solicitor in London in 2000. On her return to the island she re-qualified as an Advocate and now works in the Dispute Resolution department at the law firm, Appleby.
Advocate Richardson is an Invited Governor, joining the Board of Governors at Haute Vallee in 2014.
Mr Leslie Bowbrick – Invited Governor
Mr Bowbrick was born in London and qualified as an accountant in one of the main chartered associations while working for a brewery group. Mr Bowbrick moved to Jersey in 1974 when recruited by the Jersey Electricity Company to be head of the Finance and IT departments. Work at Jersey Electricity was followed by a period with the Competition Regulator’s office and then with a local bank. These varying positions have provided a broad spectrum of experience.
Mr Carl Garton – Ex officio
Mr Garton was born in Liverpool and attended the Liverpool Bluecoat School. He taught French in Salford and Manchester (a feat in itself!) before gaining a promotion in Grainville School Jersey many years ago. He moved to Haute Vallee School as the school opened in 1999 and took on the post of Head of Modern Languages. He has remained at the school ever since and has been promoted to Assistant Headteacher and then more recently to Deputy Headteacher. Mr Garton is a keen cyclist and has cycled some stages of the Tour de France. His other love is football and he is a keen Liverpool supporter.
Miss Pankti Kapadia – Invited Governor
Miss Kapadia was born in Mumabi, India. She was educated at the Carmelite Convent English High School and obtained Bachelors in Electronics Engineering and a Post graduate diploma in Business administration (Finance). Miss Kapadia has worked at HSBC for 9 years in the IT department. Miss Kapadia moved to Jersey in 2012 and has continued to work for HSBC and as part of extracurricular activities she holds a Master’s degree in Indian Classical dance and has keen interest in the areas of cycling and sailing. Recently Miss Kapadia also successfully completed PRINCE2 certification for Project Management.
